Ghanaian Meat Pie Recipe: Flaky Party Pies with Spiced Minced Beef
Ghanaian Meat Pie Recipe: Flaky Party Pies with Spiced Minced Beef
Walk into any Ghanaian party and find the food table. The meat pies are the first thing to disappear. Golden, flaky, still warm, with a savory minced beef filling that has carrots and potatoes in it and a gentle heat at the back. This is the home version: a shortcrust pastry that shatters when you bite it, not the tough shell of a bad bakery pie.
The filling is the easy part. The pastry is where pies are won or lost, and the whole secret is cold: cold butter, cold water, and a dough that rests before it meets the oven. Do that and the layers flake. Skip it and you get crackers.

Ingredients
For the pastry:
- 3 cups all purpose flour (about 375 g), plus extra for dusting
- 1 cup cold unsalted butter or margarine (225 g), cut into small cubes
- 1 teaspoon salt
- 1 teaspoon baking powder
- 1 large egg, beaten, for the dough
- 4 to 6 tablespoons ice cold water
For the filling:
- 1 lb (450 g) minced beef
- 1 large onion, finely diced
- 1 medium carrot, finely diced
- 1 medium Irish potato, finely diced
- 2 cloves garlic, minced
- 1 teaspoon grated fresh ginger
- 1 teaspoon curry powder
- 1/2 teaspoon dried thyme
- 1/2 Scotch bonnet pepper, minced (optional)
- 1 stock cube
- 2 tablespoons vegetable oil
- Salt and black pepper to taste
To finish:
- 1 egg beaten with 1 tablespoon water, for egg wash
Method
Make the pastry first; it needs to rest.
- Mix the flour, salt, and baking powder in a large bowl. Add the cold butter cubes and rub them into the flour with your fingertips until the mixture looks like coarse breadcrumbs with a few pea sized bits of butter still visible. Those bits are the flakes.
- Stir in the beaten egg, then add the ice water one tablespoon at a time, mixing just until the dough holds together. It should be firm, not sticky.
- Flatten into a disc, wrap, and chill for 30 minutes. Do not skip the chill.
Now the filling.
- Heat the oil in a pan over medium heat. Fry the onion until soft, about 4 minutes. Add the garlic, ginger, curry powder, and thyme and stir for 1 minute until fragrant.
- Add the minced beef and cook, breaking it up, until browned, about 6 minutes. Stir in the carrot, potato, Scotch bonnet if using, and the stock cube. Add 1/2 cup water, cover, and simmer on low for 12 to 15 minutes until the vegetables are tender and the liquid has cooked off. The filling should be moist, not wet. Season with salt and black pepper. Let it cool completely; warm filling melts the pastry.
Assemble and bake.
- Heat the oven to 350 F (180 C). Line a baking tray.
- Roll the chilled dough on a floured surface to about 1/8 inch thick. Cut rounds with a 4 to 5 inch cutter or a bowl.
- Spoon about 1 1/2 tablespoons of cooled filling onto one half of each round, leaving a clean border. Fold over, press the edges with a fork to seal, and place on the tray.
- Brush each pie with egg wash. Bake 25 to 30 minutes until deep golden. Cool 10 minutes on the tray before moving; the filling is molten at first.
Tips
Cold is the whole recipe. If your kitchen is warm, chill the cut rounds for 10 minutes before filling, and chill the assembled pies for 10 minutes before baking. Cold pastry in a hot oven is what makes the layers.
Do not overfill. A tablespoon and a half looks stingy and bakes perfectly. More than that and the pies burst at the seams.
The filling must be dry-ish. Any puddle in the pan becomes steam in the oven, and steam is what splits a sealed edge. Cook the liquid off and cool the filling fully.

Frequently asked questions
Why is my meat pie crust hard instead of flaky?
Three usual causes: the butter was warm when it went in, the dough was overworked, or too much water went in. Rub the butter in cold, stop mixing the moment the dough holds, and chill it. The pea sized butter bits are not a flaw; they are the flakiness.
Can I make meat pies ahead?
Yes, and they freeze beautifully. Assemble, freeze unbaked on a tray, then bag them. Bake from frozen at 350 F, adding 8 to 10 minutes. Baked pies keep 2 days in the fridge and re-crisp in a hot oven.
Is corned beef pie the same thing?
It is the close cousin and, in many Ghanaian homes, the default. Swap the minced beef for two tins of corned beef, skip the browning step, and mix it straight into the fried vegetables. Everything else stays the same.
What curry powder should I use?
Any standard mild curry powder. Ghanaian meat pie filling is gently spiced, not hot; the curry is background warmth. The Scotch bonnet is where the heat lives, and it is optional.
